A closer inspection of the BPs does concur with what ACYYZ/SD mentioned. For example all my AC2 BPs are stubs however all the AC1s are whole BPs. The pattern seems to repeat itself same way for stations in Canada vs. outside.

I guess I just never paid close enough attention.
