Can I ask Hhonors to issue a certificate with points without a hotel reservation and gift it to somebody so that the person can then decide which hotel to stay and and to book it on their own? I want to give it as a birthday gift but I'd like the person I am giving it to to be able to decide and book everything on their own, instead of going back to me for this.
