Not necessarily--although I support the move to e-upgrades for timing and other issues, the above will not necessarily come without a price:
What about a YYC-YVR-HKG routing where your SSWU type fare gets upgraded for YYC-YVR portion (making you poorer by one high value certificate for a super low value flight) and your upgrade does not clear for the YVR-HKG (waiting for gate upgrade). In other schemes like UA's where you have electronic upgrades, if there is a business seat available and you have the applicable upgrade, you get your upgrade. In my experience, the concierge (with paper upgrades) will note your file to get the upgrade in YVR and let you fly the first upgrade "free" if there is a reasonable (but not certain) chance of getting your upgrade in YVR. To be fair, this is an issue with paper certs but seems to be easier to have some flexibility around. With e-upgrades there will be no flexibility I would think. I would prefer a UA style upgrade where everything clears at 24 hours at a minimum even if they don't want to do it at time of booking. Then you can make your decision on a reasonable assumption that you likely won't get upgraded rather than guessing the way we do now.
Next we have the other implementation. AC has had its share of technology issues and this likely won't escape (although I hope we do).
Using the above example, I decide not to chance the YYC-YVR loss of upgrade so I cancel that upgrade request keeping the YVR-HKG request intact (or is it--does this change on file change the time of request and your pecking order). Do you get your e-upgrade recredited? Seems UA had a problem with recrediting when they started in this brave new world but I think those bugs have been largely worked out? why fly comment?
I hope they have listened to our comments and make the upgrades good for ONE YEAR from date of issue rather than the stupidity that we have now at year end.
The announcement was decidedly lacking details so I look forward to AC/Aeroplan clarifying.
Lastly, I reiterate my support for going this route--no more waiting for certificates.
