The PE seat is the correct width to be fitted 8-across in the cabin. Two rows making a "small cabin" has nothing to do with it. If the cabin was just one row of PE, it could still be 2-4-2. That is the size of the seats.
The J seats are the correct size for 2-3-2, and that's what you are seeing.
