For anybody that's visiting Argentina on October 27, please note that
most everything will be closed until 20:00 (by law, with criminal penalties for non-compliance) . That includes supermarkets, kioscos, restaurants, bars, theaters, etc.
Public transportation is supposed to run on a Sunday schedule, however I don't know what the availability of taxis will be like during the day.
At least one member of each household is required to stay at home to meet with a census worker. The workers will verbally ask questions and fill in a government form with a
special pencil 
The lucky ones will only have to answer the 35-question short form.
I have no idea how they are going to count hotel guests, but the government definitely intends to count tourists. If you are staying at a hotel that day you should check what the situation is regarding hotel food services.
