There's nothing to be discreet about -- concierges at most nice hotels will be happy to share menus of delivery and/or take-out places. I do also think that hotel has right to charge service fee for silverware, but $7.00 is out of line.
I personally would think that smart hotel would bring silverware for free (and I would tip them). But nice hotel would never comment my choice of bringing or ordering outside food anymore that they would question me doing my clothes shopping outside of their gift shop.
