Gold and Silver Executive Club members can carry 2 bags in all cabins, on all routes, unless the cabin allowance is greater. Each bag over 23kg and up to a maximum of 32kg is normally subject to a heavy bag charge which we will waive.

So QF are within their rights to, pedantically, say that the BA allowance is 23kg.
Indeed. And no one has ever managed to answer the question I have asked a zillion times on here (not even the so-called BA lurkers have so much as attempted an answer) about whether this means that the "higher allowance" rule applies here. Normally if you're on a mixed baggage allowance booking with BA, e.g. out in CW, back in WTP, the higher allowance applies to all sectors of the same booking; but it's not at all clear if this applies to the 32kg rule.

Being a silver, it doesn't affect me. But it does affect my partner who is flying out to GRU next week in CW and will be flying back in WTP. I think 3x23kg is enough; but he would rather take two cases and not have to worry if one of them ends up being a bit over 23kg on the way back. He is going for over five weeks and will be seeing his family for the first time in a couple of years so it is understandable he will be taking quite a bit of stuff in both directions.
