Doesn't give the gate agents any reason to be rude, but I'm sure that when people stroll up asking to gate check a bag even before boarding starts, they know the only reason you didn't check it was because you didn't want to pay the fee for it.
I don't know anyone that wants to pay for a bag. Even people who get free checked bags don't want to check them.

Let's see, when you travel with an infant or a small child you want your stroller so that you can have your hands free. That gets gate checked.
Personal item is probably the diaper bag-lap child are allowed to have one. The roller bag is mom's and she might have items for the baby/young child inside plus reading material, baby food and changes of clothing just incase the baby makes a mess on mom or worse.

It takes 20 pounds of stuff to transport a baby. Give the woman some slack and be nice.....it's hard work traveling with a child.
