Transpac NAVCAN surcharges are as arbitrary as fuel surcharges. Currently, over the same dates in Dec, these ex-YVR NAVCAN surcharges are in place:

YVR-HKG: $4.12
YVR-NRT: none
YVR-PVG: $30

Does this mean that 7x more navigation manpower is needed to direct Shanghai-bound aircraft in/out of YVR compared to Hong Kong? What a load of bollocks!
