I don't think it was considered a co terminal since my final destination to Seattle didn't change but it did add the connection in Portland which is what apparently needs reservations to handle. Eg. The agent in sacramento could have put me on a earlier direct flight (had there been one) but because the routing changed by adding the portland connection, the airport agent could no longer process. This just seems new to me.
