Based on my experience, from "midtown", the cab fare to YTZ was only $5 less than the ride to YYZ, and the ferry wait/ride made up any time advantage. Could have taken transit, but with baggage, we decided that would be too cumbersome. So I am not sure how close to YTZ you have to be to get the "downtown" advantage.
There's a lot of day trip traffic from YOW/YUL to Toronto. Anyone flying in for a quick meeting downtown is almost certainly going to find YTZ more convenient. Ditto for a tourist staying downtown.
