Well, it was slightly different with 9W for me (but connecting to CO).
9W got my bags (without me ID'ing) from Domestic to INternational. They through-checked it. But, CO said I have to wait in the check-in area until the bags were physically there. So, this was kind of stupid. Eventually the bags came, I ID'd them. And then CO put a new baggage tag on it.
So, I would say, that there is a good chance that 9W will through-check bags. However, your wife will have to ID them at some point.
As soon as she gets off BOM domestic, just tell her to contact the Jet folks. They are usually more than willing to help / answer questions.
