The real answer, unfortunately, is nobody. Is there not something you have to say to pax who are blind or immobile once seated, to the effect that, if an emergency arises, you're on your own? Stated more nicely, of course, but I'm pretty sure I've overheard such warnings.
I was flying from GSP-CLT yesterday and a blind passenger was in the row in front of me and the flight attendant walked him to his seat but did not share any safety information with him specifically that I heard. I was kind of surprised by this and wondered how this was handled.
