I have noticed more afternoon delays lately than at any time over the past 2 years. I attribute this to over-optimism in scheduling.

In earlier years there was sometimes a particular flight that was very delay prone. That was a specific instance of scheduling optimism. Now it seems to be spread out evenly over all the flights. More padding is the likely solution.
