Indeed is true.

When I went to Ren Ho Chi Minh City, they converted my bill of thousands upon thousands of dong (rate was 18000 dong/ USD) into USD to calculate my points.

Wouold have loved 15 points (as a plat) per dong. Alas, no such luck.
