As Smart Monkey notes, the charge is converted to dollars, and the "10 points per dollar" calculation is then applied.

For some reason, some of the German hotels don't calculate the points correctly, and I inevitably have to send the invoice in to Marriott for them to calculate it properly.

If the problem in the OP's case isn't the backing-out of the taxes (taxes are not charged separately in Euroland, but rather are included in the quoted rate), just send the invoice/folio in to Marriott at the "missing stay" address and explain that you believe the calculation of points is incorrect, and they'll check it for you.
