Brooklyn Promenade or Brooklyn Bridge Park are good options if you want to be on the east side looking west at lower Manhattan.
I'm going to try to hit that area for an upcoming trip. Especially with the Brooklyn Bridge in the foreground.
But I'm also intrigued about taking pics from in the middle of the skyline. For instance:

Only thing is, they may not be sympathetic to people wanting to take up a table or even space for a tripod mainly to take pictures. i would buy a drink or two or even a meal but even then, they may not be interested.
So are there observational decks in some buildings in Manhattan? Empire State Building is obviously for people to take in views but I would want pictures of the EBS in my pics, close by like in those pictures in the link. Plus, EBS may not allow tripods.
