I'll admit that I don't know the first thing about the University of Windsor, but I'd say to base your decision on where you are planning to work after obtaining your degree - in the US or Canada. And which university will actually grant you your degree?
On the one hand, a bit of international education may look impressive to some US employers, but to others the U of Windsor will most likely not mean anything in particular.
I think college reputations are for the most part regional in scope, except for the Ivies and such. I graduated from a medium-sized state university which has a great reputation on the East coast. Go out West and most folks know nothing about the place.
