The drivers will make you swipe on the M15 local and you'll be charged $2.25 again. So the MTA isn't following its own rules. Why does this matter? Well, if you've paid your $2.25 and you're waiting at the bus stop for an SBS, if one doesn't come but the M15 locals do, you will be forced to pay $2.25 AGAIN if you take the M15 local.
Just to clarify, are you speaking from personal experience - i.e.: you swiped your MetroCard in an SBS machine, then swiped it on an M15 Local, and were charged twice - or repeating what that MTA agent told you upthread?

My trip from 79th to 34th used to take as little as 30 minutes and as long as an hour. The two times I've taken SBS, I've gotten there in about 15 minutes. It actually does the job and should be recognized for that.
Thanks for reporting in. ^
