I had a stay there in July for a couple of nights and would agree with most of your points. Then again, given the rate that I was paying (around US$30 a night on the last Accor sale) the expectations were set low. Surprisingly they included breakfast vouchers as well, which made it better value.

We had booked multiple of the sea view rooms, and not all of them match the photos on the website, there's still plenty which aren't renovated yet so those ones look a bit tired. As camsean said for business purposes it's really not the place to stay, but if you're wanting to spend time in the Ancol area (which was our purpose) then it's ideal.

All in all, in the unlikely event that you choose Jakarta as a leisure destination then it's a passable place for a stay if you can catch it on sale.
