I reread your post and was just on my way to edit my post to clarify that you are right that they are right to demand it, but not from the traveler. I misread you the first time through that they have the right to demand it from the traveler.

That's exactly right! If the TA made a mistake on the original pricing, any changes mean a refaring. If you make the change and pony up the difference, the agency will probably be off the hook because the improperly fared ticket will have been exchanged.
