You can receive calls on google voice. A skype in number that you can forward to any number is another option. Skype is not cheap though, and their international calling rates are one of the highest out there.

What I am looking for is a company I can use easily for both US and international calls and texts. I need to be able to be reached as well as be able to make calls occasionally. Some of the companies listed above could be used in conjunction with a national carrier to keep costs down I suppose.
