NY Penn to LaGuardia is about 45min with the above routing, no? Usually doesn't take me much longer than that.
Actually, you have to take the "Airtrain EWR" to the NJTransit train (~10 minutes?) Then the NJTransit train to NY Penn (20-25 minute ride, but often runs on a 20-minute or half-hour frequency, which means the wait could be as long as the ride). Followed by the E train to Queens and connecting to the bus (I'd say ~50 minutes at least. During peak hours, there will be more trains but more traffic for the bus; off-peak, the E train will come less often but the bus ride will be faster.)
As a result, it's something like 85 minutes in just riding time to get from EWR to LGA via public transport. With waiting time, I think it's necessary to allocate between 90 minutes and 2 hours. And check the NJTransit schedule online when planning your trip, because that's the most infrequently running leg, which could make the difference between a 90 minute trip and a 2 hour trip.
