I don't like how it's worded for 1K/UGS to be cleared the same time as Plats...

I saw that wording too, but dig deeper and you see this info:

How will Elite upgrades be prioritized on Continental?
For travel on Continental, the upgrade order will be:

Continental Platinum Elite
United Global Services and United 1K
Continental Gold Elite
United Premier Executive
Continental Silver Elite
United Premier
