The area under the seat in front was also taken as were the overheads in the area. The flight attendants did several passes in making final preparations for landing, obviously noticed the blocking backpack several times, and yet did nothing. Isn't this a clear violation of FAA regulations and should the flight attendants have found a place for the item? Just curious.

Provided that the FA did actually see the bag, yes... and yes.
