Your summary is almost exactly what I pictured (okay, it's worse than I would have imagined), based on the enthusiastic articles and TV features on enhanced security, filtered through my ever-cynical brain.
Of course, it always comes back to management: the security guy was probably told, "check peoples' passports and boarding passes", so he does: "show me your passport; now show me your boarding pass". But really, if there's one place in any Canadian airport where that extra check is _not_ needed for security purposes, it's right before an INS pre-clearance station! (interestingly though, they've always [as long as I can remember] had a security guard checking your boarding pass and ID at the top of the INS ramp at YOW, not for safety I'm sure, but because it isn't clear that it's a passengers-only zone unless you've been there before.
