I'm seeing two ways to do this. One is a simple "if you've done items X and/or Y, you've earned status level Z" as in the OP's example. This approach is simple and understandable, educates and informs, and can even serve as a call to action. It sets metrics and encourages people to attain them.
The other is a points-based system for each action taken, to include requalification requirements and "promotions" whenever the TSA rolls out a particularly offensive policy (double points!!). This system makes for great satire. No one--well, almost no one--is going to keep track of how many "TSA points" they've accumulated, but the folly of a complex, points-based program mirrors the follies of the organization we're all trying to improve.
