In that case, I might agree, but I bet it has more to do with internal accounting rather than an intent to scam or mislead. Incompetent doesn't equal unethical
In any case, you have found a way to avoid the extra $20. On AA, there are several examples where this method (doing the work of finding flights, putting them on hold, calling to make the change you can't accomplish online, then purchasing online) avoids a $20 ticketing fee. ^
