2 class operated flights within the USA sell economy and 1st class , so a 1 class upgrade would be to 1st class

Other 2 class operated flights sell economy and business class

3 class operated flights sell economy, business and 1st

There would be no contradiction in rules stating that only 1 class upgrade is possible and also providing an economy to 1st redemption rate, though it would not be possible in that case to upgrade a transatlantic flight to 1st class
