I doubt this is what it means. These are general room terms, and a room not on the floor wouldn't have access. However, status privileges are a separate set of benefits and I'm very confident you would get the greater of the two. I don't know any chain that puts "unless you have status with the chain, in which case you get ...(repeat status benefits defined elsewhere)" in every single rate description.
