Simply because there is strong Canada-Netherlands bilateral traffic. KL's Canada-AMS services do not rely solely on sixth freedom beyond the gateway traffic.

Correction. The federal government is not protecting AC. The federal government is protecting Canadian interests to be best degree possible.
