Why do hotels only have 1 reward points costing?

There are several hotel, especially the resort style ones, that have a range of rooms, and a range of costs to match.

But with reward stays you only get one choice. I'd love to have the option to pay more points for a higher-end room, but that is not possible.

Is it only because is it a limitation of the current system, or would Hilton not want to allow that under any circumstances?
