Yes, codeshare don't have award inventory.
Have not tried it because of the lack of available eVouchers before year's end, but since the operating PNR now accepts seat-requests maybe that could be a route to get upgraded in advance on codeshares since that PNR contains the operating flight numbers and also has access to the ticket-data...
