Interesting. Though, FWIW, this prohibition was previously in the CoC. It just wasn't expressly called "hidden cities ticketing." See

Actually, what was prohibited there was
issuing hidden city tickets; this includes a prohibition against using them and provides for penalties to the traveler. (The early penalties seemed more aimed at travel agents.)
