I think the most relevant question is whether this implied them reissuing the ticket. If not, it seems unfair to charge.

brunos, you're absolutely right - the strikes have not been AF strikes, but the problems with ATC (and incidentally, to get to airports by any form of public transport, etc) obviously have an impact on the travel experience of AF passengers and on the ops. But indeed these are not AF strikes, and these issues also affect the ops of all other airlines to, from - and to an extent 'over' France.
