Hate to be a Negative Nancy, but regarding rooms - Four 2-bedroom suites for 40 people? That's 8 bedrooms with 5 to a room. Small change for Vegas. If you were booking twenty 2-bedded rooms, they may be more fexible and have some sort of perks they can help you with, but being as your going cheap by getting 4 rooms (albeit 2 bedrooms) for 40 people, you'll be considered small change cheapies and more of a cost drain (think of the housekeeping nightmare and the number of towels you'll use for those 4 rooms - also, do you REALLY want 5 girls to a bathroom??).

You want perks in Vegas & be recognized? Spend some actual money.
