More often the scenario of (1) half empty J cabin showing on the seat map 24 h before the flight (2) very few certs handed in at the gate [usually enjoy my time in the MLL and can see the pile the GA has accumulated] and (3) a full J cabin by the end of boarding. Sure, there are lots of reasons for a last minute upgrade, even in the non-oversell situation (latitude flight pass, etc) but it is too nebulous for my liking.
IMHO the electronic cert system probably won't help the situation you describe. The computer system generates the list of who to upgrade after the flight closes for check-in (based on status, fare, etc.). All electronic certs will likely do is automatically pull certs from some sort of "flight wallet" instead of making someone hand in a physical cert at the gate.
