Hmm... That's weird. Last time I had to pay this tax (2009), I paid it at business class check-in desk. Then one of the staff there ran somewhere and few minutes later delivered receipt for the tax. The only problem was I had to pay in cash BAHT that I did not have, so I had to run to get them from ATM.
