Being a daughter of an ex-ambassador and having had (unwillingly, they are boring) to attend a lot of those functions. I would say the proper form of dress is business attire ( can never go wrong with a dark suite/ white shirt and red tie) and the proper way to address the ambassador is "your excellency".
