I assumed the bartender in a free bar served mostly to discourage prolific drinking rather than to assist the “customer”. People feel more socially awkward going up to a person and asking for a fourth drink than they ever would taking a fourth bottle from the fridge themselves. Like others, I can’t see why you would tip for an unnecessary and unwanted service…

…unless you were in Egypt, of course.
