Sign up for skype, purchase an unlimited international calling plan (or country specific plans), buy a skype-to-go number which you then dial into via your mobile phone to access your skype account.

Cost:

1. skype plan - if unlimited available, about $140/yr, or country specific plans
2. skype-to-go - cost about $35/yr with #1
3. your bucket of minutes on your mobile network
