Update - its a web-site problem.
I called Choice and the rep told me that SSO rates with discounts less than 20% are supposed to qualify for points. I asked her to verify with the supervisor and she confirmed that's the choice policy. They promised to escalate a ticket request against the site. Was given info to call the number on your member card and ask for extension 5557 if you have problems with this issue so long as the code discount is less than 20% off the 'best rate' shown on the site.
