Google Voice is an excellent way to make international calls. Quality is good, and the rates are amongst the cheapest that you will find. Works best if you have a smartphone with internet access to initiate the call as GV is a "callback" system. You tell GV online what number you want to call, it calls you and then it calls the required number. You can also do it off a non-smartphone, just slightly more complicated.
