You can book SQ F on the 747 routes but only using the Star Alliance Upgrade option; UA has filtered SQ out of FRA-JFK with StarNet but still will upgrade you from C-F (which on the JFK-FRA route is a bargain at ~$1700 one way plus 40,000 miles, especially since I still get EQMs).
