All I fares earn the 25% points/miles bonuses, but they are not supposed to be VIP03 upgradeable-- the specific terms of the VIPOW and VIP03 explicitly differ on this exact point, so if you get someone to take a VIP03 for it, count yourself lucky but don't develop unwarranted expectations.
