I just made two reservations, one using LPGA rate and one using Best Available Rate, at the same hotel for the same day. LPGA rate said stay was not eligible, Best Available Rate said stay was eligible.

I'm going to assume this is an intentional change, and return my spending to the chain I used to stay at.
