Actually, the "no taxation without representation" is a line very much used in Washington DC (it used to be written on all car license plates) and thus should not be used out of context.
As for non-citizens, the right to vote is not granted by most countries. For example, I am a permanent Swiss resident, I get to pay my taxes and I do not get to vote. (Pretty soon though, I will be allowed to vote at the local level, but that is not related to permanent residency, but 8 years of residency in the same state.)
Going back to taxes and votes, other than the European Union which grants certain rights to its citizens in all 27 countries, which countries grant voting rights to non-citizens at the national/state level?
