In the Netherlands, there is fairly generous compensation for domestic train services. Delays of 30-60 minutes result in a 50% refund of the ticket price, while delays of over an hour entitle one to a full 100% refund. Even delays due to bad weather are eligible for compensation. There are certain exceptions:
- Planned engineering works
- The refund is less than €2,50
- Certain "act of God" situations, such as national power outages, terrorism, flooding
For international and high-speed services (Thalys and Fyra) running on domestic time tables, 50% compensation kicks in at 15 minute delays while a 30 minute delays leads to a 100% refund. But you only can opt for a cash compensation for delays over 60 minutes; otherwise you receive a coupon.
For international trains running in the Netherlands, there are certain other exceptions that do not qualify for refunds: delays caused by suicides, accidents involving motor vehicles at railroad crossings, misuse of emergency brakes, delays caused by police or customs officials, and extreme weather (flooding, hurricanes etc.).
