We arrived PVG in T2 on a KA/CX flight last month, and after clearing immigration/border control, getting our luggage (free baggage carts) and then proceed thru custom - with additional remote thermal screening for flu-like illness (H1N1, etc.) - exit into the arrival hall area. Many tour agency rep's are outside the restricted area with English signs/names of their guests, some with banners. There are overhead TV monitors for you to watch for travelers coming out of this area.
If you arrange to meet in that area, whether it's to the right or to the left - it will work without crowding the flow of people with luggage. There is a huge overhead sign displaying arriving flights info, gate & status, etc. to your left as you exit the arrival hall, and it's fine to meet your pals there.
