They are being silly. Going from $8 to $4, what nonsense is that?
It's the principle of a fee for connecting passengers that's objectionable. But the eight bucks by themselves won't kill anyone. I don't see how lowering from 8 to 4 will make a difference with passengers.
My best guess is, some airline (likely AC?) must have been putting pressure on them? Threatening them to move more connections/new connections to different airports?
